Description
The National Counterintelligence and Security Center is hiring an IT Program Manager to lead the development, implementation, and operation of the Transparency of Reciprocity Information System (ToRIS). The role oversees complex, interagency counterintelligence and security programs, including personnel security data sharing, reciprocity workflows, clearance and transfer-of-trust processes, and workforce mobility. Responsibilities include managing project scope, budget, schedule, quality, risk, stakeholder expectations, interagency agreements, legal and privacy compliance, and corrective actions. The position requires U.S. citizenship, a Top Secret clearance with SBI eligibility, and is an excepted-service GS-15 vacancy open to the public and eligible federal employees.
