Human Capital Resources and Concepts Inc. is seeking a Proposal Manager to coordinate and manage the full proposal lifecycle from pre-RFP bid approval through contract award. The role oversees data requests, technical experts, subcontractors, schedules, compliance matrices, proposal outlines, technical and marketing materials, production, packaging, delivery, and final revisions. Candidates need a bachelor's degree or equivalent experience, five years of relevant proposal development, management, or writing experience, and experience in federal procurement and contracting; commercial procurement, business development, and large-scale environmental, architect-engineering, or construction experience are desired.
