Description

CACI is hiring a Senior Data Analyst for FEMA's ITSA 3.0 program to assess data readiness, governance, interoperability, and AI/automation opportunities across federal systems. The role evaluates data quality, metadata, lineage, APIs, data models, and governance maturity; defines mission-focused analytics and automation use cases; and develops responsible AI, privacy, risk, and oversight frameworks. It requires a bachelor's degree, 15+ years of relevant experience, DHS Entry on Duty clearance, and strong analytical and communication skills. The position is full time, may require up to 10% local travel, and offers a national average salary range of $105,100-$231,100.

Additional Information

Minimum Education: Bachelor's degree
Required Previous Experiences: 15+ years of experience in analytics, data engineering, data architecture, or AI/ML solution architecture within regulated or government environments
Expertise with data governance frameworks, metadata management practices, and enterprise data strategy development
Experience with standards-based integration approaches including RESTful APIs, event-driven architectures, and data exchange standards
Experience managing risk and oversight requirements in data and AI implementations within compliance-heavy environments
Preferred Qualifications: Familiarity with FEMA Enterprise Data Warehouse, Operational Data Store, or mission systems and data architectures
Experience enabling cross-agency data interoperability, federal data sharing, or state/local data integration
Exposure to MLOps practices, model lifecycle management, and AI operations platforms
Knowledge of responsible AI frameworks from NIST, OMB, or industry standards bodies
Experience with federal privacy frameworks including Privacy Impact Assessments and System of Records Notices
Background in emergency management, disaster response, grants management, or social safety net program data
Hands-on experience with cloud data platforms including AWS, Azure, data lakes, warehouses, and analytics services
Proficiency with data science tools and platforms including Python, R, SQL, Spark, Databricks, SageMaker, and Azure ML
Experience with data visualization and business intelligence platforms including Tableau, Power BI, and Qlik
Knowledge of geospatial data, GIS systems, and location intelligence relevant to emergency management
Familiarity with natural language processing, computer vision, or other AI/ML domain applications
Understanding of federal data governance policies including the Federal Data Strategy, OPEN Government Data Act, and CDO Council guidance
Background in data ethics, algorithmic fairness assessment, or AI explainability research
Certifications in data management, data governance, or cloud data platforms
