Description

THOR Solutions is seeking a Senior Program Manager to lead the Navy Readiness Assistance Training Team (RATT) contract for the Commander, Naval Surface Force, U.S. Pacific Fleet. The role manages technical, engineering, logistical, and support services; balances workforce requirements for multiple ship events; and oversees a large contract effort across CONUS and OCONUS locations. It is a full-time onsite position in San Diego, California, with up to 20% travel, including overseas and OCONUS destinations. The position requires an existing active or interim Secret security clearance, U.S. citizenship, at least 15 years of relevant experience, a postgraduate degree, and PMP certification, with an anticipated pay range of $140,000 to $155,000 per year.

Additional Information

Minimum Education: Postgraduate degree (master's or above) in management or a technical field
Required Previous Experiences: At least 15 years of combined active duty and/or federal contractor experience managing labor categories and monitoring federal service contracts
Senior Navy ship leadership experience as a Surface Warfare Officer and Commanding Officer of a U.S. Navy warship
Senior Navy ship engineering leadership experience as a Chief Engineer of a U.S. Navy warship
Maintenance or training staff experience, including ISIC, TYCOM, or Afloat Training Group
Extensive Navy technical management experience
Extensive Navy ship maintenance strategy and process development, implementation, and control
Supervisory experience in analyses, information system operations, and technical project implementation
In-depth knowledge of Navy ship depot-level maintenance processes
Navy shipboard experience on multiple ships
Preferred Qualifications: At least 25 years of relevant experience
Familiarity with specified Navy ship platforms
Experience with DoD regulations and cost and schedule estimating
Knowledge of Navy surface ship engineering and combat systems
Knowledge of Light Off Assessments and associated engineering and combat system instructions
