The Civil Engineer Squadron Portfolio Optimization Element Chief and Program Manager plans, organizes, and directs the activities of a nonsupervisory element, develops goals and objectives, manages supervisory personnel, represents the element with installation and functional organizations, coordinates issues with higher headquarters and external agencies, and directs the development and execution of the element budget and PPBS documentation.
