Description

CRS is hiring a remote Supply Chain Management Technical Advisor II to support EMPOWER partners across five South American countries. The role leads multi-modality supply-chain readiness from procurement through inventory management, logistics, distribution, contracting, vendor and supplier assessment, market analysis, and continuous improvement. It requires a bachelor’s degree, at least eight years of progressively responsible humanitarian supply-chain experience, and professional fluency in English and Spanish; the assignment is primarily remote with approved in-country or regional travel.

Additional Information

Minimum Education: Bachelor's degree in supply chain management, logistics, procurement, business administration, international development, humanitarian assistance, or a related field.
Required Previous Experiences: At least eight years of progressively responsible experience in humanitarian supply chain, procurement, logistics, warehousing, inventory management, or emergency operations, including complex or rapid-onset responses.
Experience developing practical supply chain readiness tools, including specifications, costing matrices, vendor databases, prequalification files, open contracts, procurement plans, distribution plans, warehouse tools, manuals, and readiness checklists.
Experience conducting market and supplier assessments, vendor due diligence, logistics analysis, and cost verification across multiple operational contexts.
Experience supporting local partners through technical accompaniment, coaching, capacity strengthening, and participatory action planning.
Preferred Qualifications: Master’s degree in supply chain management, logistics, procurement, business administration, international development, humanitarian assistance, or a related field.
Experience with cash and voucher assistance and financial service provider mapping, assessment, contracting, and activation protocols.
Knowledge of humanitarian procurement, donor compliance, safeguarding, accountability, protection, and data-protection considerations relevant to emergency supply chains.
Experience with remote-area, cross-border, customs, port, or multi-modal logistics.
Experience working with Caritas organizations, faith-based partners, or other local humanitarian actors.
Experience working across multiple countries or dispersed geographic areas; experience in South America is strongly preferred.
Professional proficiency in Portuguese and French for engagement across target regions.
