Description
The Ministry of the Armed Forces and Veterans Affairs, through the Defense Infrastructure Service (SID) Méditerranée, is hiring a full-time Technical Expert in Program Studies to manage infrastructure projects from the program phase through the defects liability period. The role involves drafting programs, overseeing outsourced studies, preparing preliminary cost and schedule estimates, coordinating with beneficiaries and internal or outsourced resources, and presenting studies to the command. Candidates need a higher-education degree in construction, public works, or civil engineering, significant relevant experience, knowledge of public procurement and client-side project management, and strong organizational and negotiation skills. The position is based at Arsenal Castignau in Toulon, France, with remote work possible for one day per week.
