The International Civil Aviation Organization (ICAO) is seeking a Technical Consultant to conduct a comprehensive study on the development and deployment of Sustainable Aviation Fuels (SAF) in a designated Supported State. The study aims to support the future development of SAF eligible under the ICAO CORSIA standard and provide guidance to the State on technical, regulatory, and economic measures for SAF development and deployment. The consultant will collaborate with the State's focal points, identify potential feedstocks and production technologies, analyze market dynamics, and assess financing mechanisms.

Additional Information

Preferred Qualifications: Ability to liaise with Programmers, Technical Project Coordinators, and State focal points.
Experience conducting preliminary assessments and presenting results.
Ability to develop detailed work plans, including WBS, deliverables, milestones, schedules, risk management, and monitoring strategies.
Strong ability to engage with and liaise with various national and regional industry stakeholders.
Experience participating in project meetings and workshops, and delivering capacity-building activities.
Capable of assessing potential synergies and fostering future collaborations across neighboring states.
Proficient in analyzing national conditions, legislation, stakeholder engagement, and best practices related to SAF.
Ability to conduct comprehensive studies and develop implementation roadmaps for SAF development and deployment.
Expertise in identifying feedstocks, production potential, supply chains, refining technologies, and their associated technical and regulatory constraints.
Knowledge of national conditions, legislations, existing structures, and stakeholder involvement in SAF development and deployment.
Ability to analyze transformation and refining technologies, along with their technical and regulatory constraints, and conduct market studies.
Skilled in identifying and addressing funding and financing barriers, engaging with relevant institutions, and assessing potential financing mechanisms.
Capacity for deep-diving into specific feedstock and technology pathways, undertaking techno-economic assessments, and evaluating financial parameters and supportive policies.
Proficiency in performing capital and operational cost assessments, cost-benefit analyses, sensitivity analyses, and determining SAF prices for market development.
Ability to prepare and submit study results for ICAO coordination and review, culminating in publication-ready formats.
Skillful presentation of findings to state officials and relevant stakeholders.
Responsibility for submitting weekly progress reports in English.
