Description

Booz Allen is hiring a Workforce Development and Learning Pathways Strategist to develop competency-based learning pathways for the Army civilian workforce. The role assesses workforce requirements, identifies capability gaps, curates training content, defines learning objectives, and recommends new learning solutions across workforce management, human capital, learning and development, and functional communities. It is a hybrid position based in McLean, Virginia, requires a Secret clearance and a relevant bachelor’s degree, and offers an annualized compensation range of $69,400 to $158,000.

Additional Information

Minimum Education: Bachelor’s degree in Human Resources, Human Capital Management, Workforce Development, Organizational Development, Learning and Development, Education, Industrial or Organizational Psychology, Business Administration, or Public Administration
Required Previous Experiences: 5+ years of civilian workforce development, human capital, talent management, learning and development, or career development experience
5+ years curating and developing role, occupation, or job-series-specific learning pathways based on competencies, skills, proficiency levels, and workforce requirements
Experience collaborating with functional subject matter experts, HR and workforce professionals, instructional designers, training providers, and organizational leadership
Experience leveraging commercial or enterprise learning platforms and content libraries such as Udemy and Percipio
Experience supporting large, complex civilian workforces in government or complex enterprise environments
Preferred Qualifications: Experience supporting Army civilian workforce development or DoD or federal human capital programs
Experience with Army civilian occupational series, career programs, functional communities, competency models, and proficiency frameworks
Experience curating learning content within Udemy, Percipio, or comparable commercial and enterprise learning platforms
Experience developing competency-to-course crosswalks, learning pathway maps, curriculum matrices, career development frameworks, or individual development frameworks
Experience with instructional design and curriculum development
Experience developing assessments or mechanisms to evaluate learner proficiency and capability
Experience evaluating learning effectiveness, workforce outcomes, adoption, and return on investment
Experience with HR and workforce analytics, including Power BI and Power Automate
Experience with Palantir Foundry or workforce data and analytics platforms
