Greater Noida's New Robotics and AI Park Targets Over 100,000 Jobs and Around ₹20 Billion (About $210 Million) a Year in Value Added
Uttar Pradesh approved a 69.52-acre robotics and AI park in Greater Noida, projected to create over 100,000 jobs. Here is how to get ready for the work.

The Uttar Pradesh Cabinet approved a robotics and artificial intelligence park in Greater Noida spread over 69.52 acres on Tuesday, and officials estimate it will create over 1 lakh direct and indirect jobs, or more than 100,000. That figure is a projection for the park at full scale, and it is not a count of openings you can apply for yet. The money figure attached to the park needs care too, as the section below explains. For Metaintro readers in India who want robotics, AI or advanced manufacturing work, this guide covers what was approved, how it will be built, when the first zone could open, and which training routes exist.
What Did Uttar Pradesh's Cabinet Approve on Tuesday?
The cabinet, chaired by Chief Minister Yogi Adityanath, approved a proposal to set up PRAGATI Park in Greater Noida. PRAGATI stands for Platform for Robotics and AI Growth Through Technology and Innovation.
Its role is to provide integrated facilities for robotics companies, technology start-ups, research institutions and industries. Finance Minister Suresh Kumar Khanna outlined the plan while briefing reporters after the Cabinet meeting.
The approval is a step, not the finish line. The industrial partner will be selected through a quality-based selection process, and the steps after that include registration of the SPV, land allotment, execution of the lease deed and construction-related work. No partner company has been named yet in the state's statement.
The project aims at promoting indigenous robotics manufacturing in the State, accelerating the development of AI-based technologies, and creating a conducive ecosystem for investment and research in the robotics sector, State Finance Minister Suresh Kumar Khanna said, according to The Hindu report on the approval.
Is the ₹20 Billion Figure the Cost of Building the Park?
No. Khanna said that at full scale the project is expected to contribute an annual GVA of approximately ₹2,000 crores, which is ₹20 billion (about $210 million) a year. GVA stands for gross value added, which is not a construction budget.
The public money for the build is set out in the next section. No total for private investment in the larger zone appears in the cabinet statement.
How Will the Two Zones Be Built and Paid For?
The park will be developed in two zones. The first is spread over eight acres and will be developed and operated through a special purpose vehicle, or SPV, under a public-private partnership model.
Ownership of that SPV is split. The Greater Noida Authority will hold a 26% equity stake in the SPV while the selected industrial partner will hold the remaining 74%.
The second zone is the larger one. A total of 61.52 acres will be reserved for Zone 2, where private enterprises will invest in industrial units, and the state government will have no capital liability for the development of this zone.
Here is the public money named for the first zone.
- The Greater Noida Authority will contribute ₹21.1 crore in equity, which is ₹211 million (about $2.2 million).
- The state government will provide an interest-free loan of ₹126.2 crore for a period of 30 years, which is ₹1.262 billion (about $13.3 million).
- The lease premium for the eight-acre plot will be reimbursed to the authority through the State government's IT and Electronics Department.
The SPV also earns from the second zone. It will receive a service fee equivalent to 5% of the revenue generated from land allotment development charges, along with applicable GST.
When Could the First Jobs Arrive?
Not before the SPV exists. Commercial operations in the first zone are targeted to begin within 36 months of the SPV's registration, and that clock does not start until the partner is chosen and the company is registered.
The timeline can also be extended. It may be extended to a maximum of 48 months, if required, and a committee will review the project's progress.
The jobs projection is tied to the end state. In Khanna's statement, the job and GVA figures apply at full scale, and no date for full scale has been given.
What Will the Park Actually Contain?
Those shared labs are pitched at startups and founders. Startups and entrepreneurs will be able to access advanced testing, prototyping and graphics processing unit (GPU)-based computing facilities at affordable rates.
Certification is part of the plan too. The park is expected to help with testing robotics products against global standards and obtaining CE and UL certifications.
At the planning stage, the wider ecosystem was described as global manufacturing companies, component manufacturers, research and development centres, and specialised service providers. The project is also intended to reduce dependence on imports and help Indian companies develop products suited to global markets.
What Kinds of Work Could the Park Create?
The state has not published a list of job titles or pay. What it has named is the skill areas. The project is expected to create skill-development opportunities for young people and technical workers in robotics, AI, prototyping, testing and advanced manufacturing.
At a review meeting of the IT and Electronics Department, the Chief Minister also set out how that training should be shaped. The Chief Minister said skill development programmes should be designed in accordance with industry requirements, and that better coordination should be established among technical education, higher education, industry and skill development institutions. He tied the state's IT policy to the same aim, saying its goal should be to create the maximum possible quality employment opportunities for the youth of the state, and that local youth should be encouraged in skill development, internships, research, innovation and patents.
The indirect share widens who the figure covers. The jobs figure covers direct and indirect jobs, so the projection is not a count of robotics engineers alone. No split between direct and indirect jobs appears in the state's statement.
How Has the Plan Changed Since the Chief Minister's Review Meeting?
The park was earlier set out at a review meeting of the Information Technology and Electronics Department, reported in July, and a few details have shifted since. At that meeting, PRAGATI stood for Park for Robotics, Artificial Intelligence, GPU Clusters and Advanced Technical Innovation. The meeting was informed that PRAGATI will be developed over an area of approximately 75 acres in Noida. That plan described it as India's first integrated robotics and advanced manufacturing cluster, and its facility list also included startup incubation and co-working spaces.
The approved version is smaller and sits in Greater Noida. The cabinet decision puts it at approximately 69.52 acres, split across the two zones described above.
The output figure was framed differently too. The earlier plan spoke of gross value addition of more than Rs 2,000 crore over the next five years, or ₹20 billion (about $210 million), while the cabinet version describes an annual GVA of approximately ₹2,000 crores at full scale. Neither version describes it as a construction cost.
The review meeting was informed that Noida is the most suitable location because of its electronics manufacturing ecosystem, excellent connectivity, Jewar International Airport, Dedicated Freight Corridor, Defence Industrial Corridor, and strong industrial and academic base. The same review also covered a separate U-Hub initiative for two deep-tech centres in Noida and Lucknow, with a budget allocation of Rs 1 billion for 2026-27 (about $10.5 million). The Noida centre will focus on quantum computing, semiconductor design, robotics and defence technologies, and both hubs were designed by an expert committee led by the director of the Indian Institute of Technology Kanpur. The Lucknow U Hub will focus on applied AI, GovTech, AI solutions for industry and healthcare, biosciences and agri-biotechnology.
The same review looked beyond Noida for tech work. The Chief Minister said the expansion of the IT industry should not remain confined to Gautam Buddh Nagar and Ghaziabad but should extend to Tier 2 and Tier 3 cities, with a favourable environment for Global Capability Centres (GCCs), startups, innovation-driven companies and micro, small and medium IT enterprises.
Providing the youth of Uttar Pradesh with skills aligned to future technologies is the greatest need of the time, Chief Minister Yogi Adityanath said at the department review, according to the TimesTech report on the meeting.
Where Can You Train for Robotics and AI Work Before the Park Opens?
The first zone still needs an industrial partner chosen through a quality-based selection process, so the step open to job seekers while that happens is training. Two government-backed routes already exist.
The first is a trade course at a central government institute in the state. The National Skill Training Institute in Kanpur runs the Craftsmen Training Scheme, and its 2025-2026/27 session includes an Artificial Intelligence Programing Assistance (AI) course at NSQF level 3.5. That course lasts one year, the entry qualification is Passed 10 th Class, the age rule is Minimum age 14 years as on 01.08.2025, and reservation follows Government of India Norms.
The fees on that notice are listed in full. The total fee is Rs 2400 for General candidates and Rs 900 for SC/ST/PH (about $25 and about $9 respectively). Admission is made purely on merit basis. About 70% of the training period is allotted to practical training under the scheme. Applications for that session closed on 30.06.2025, so check the institute page for the next intake rather than applying against the old date.
The second route is online. FutureSkills Prime is a digital skilling initiative by nasscom & MeitY, and its catalogue includes an Artificial Intelligence track, Robotic Process Automation, Internet Of Things, Semiconductors and 3D Printing & Modeling tracks. Its courses are aligned with National Occupational Standards (NOS) and National Skills Qualification Framework (NSQF), and the platform lists Internships & Job Opportunities with Talent Connect and Govt. of India Incentives on course completion.
What Is India's National Robotics Strategy?
India's central government also put out a national robotics plan in draft form. The central Draft National Strategy for Robotics aims to position India as a global leader in robotics by 2030, and it builds on Make in India 2.0 which has identified robotics as one of the 27 sub-sectors.
The national strategy was published as a draft for consultation. MeitY took public comments from 4th September, 2023 until 31st October, 2023, and submissions are now closed.
The Chief Minister directed that world-class training and certification systems be developed in artificial intelligence, machine learning, cybersecurity, cloud computing, semiconductors, data science and other emerging technologies. One field on that list, semiconductors, also sits at the centre of India's plan to train chip technicians for new fab jobs. GCCs, which the Chief Minister named separately in the same review, are the employers behind the projected rise in global capability centre jobs.
What This Means for Job Seekers, and What Should You Do Next?
The honest reading is that this is a long-range plan with a large target. The first zone's clock starts only at the SPV's registration, and no date has been given for the full-scale jobs figure. Treat it as a signal of where Uttar Pradesh wants robotics work to cluster, not as a hiring drive.
The facility list centres on testing and certification, prototyping, AI computing and data labs, the same ground as the robotics, AI, prototyping and testing skills the project is expected to help develop. If you have passed Class 10, a one-year trade course like the AI course at NSTI Kanpur is a low-fee way to start, and a certified online track on FutureSkills Prime adds AI or IoT basics while you work.
The next public milestone to watch is the selection of the industrial partner. Once the partner is chosen and the SPV is registered, the clock for commercial operations in the first zone starts.
Lacey Kaelani, Metaintro's CEO, puts it this way: A jobs target is a promise about the future, not an opening you can apply for. Use the years before the park opens to earn the skills its first employers will ask for.
