Kenya's Public Service Is Hiring for 851 Posts, and Applications Close October 13
Kenya's PSC has 851 public service posts open until October 13. Which ones outsiders can apply for, what each grade asks for, and how to apply without mistakes.

Kenya's Public Service Commission has opened 851 vacancies across public universities, ministries and State departments, and applications must be in by October 13, 2026, at 5pm EAT. The short answer for most job seekers is to read the advert category before the job title. The Commission's own advert list marks every senior ministry post as open to serving officers only, while the entry grades carry no experience requirement and are marked Open, which puts them within reach of graduates outside the service. At Metaintro we read a recruitment notice by opening every advert behind the headline number, because the category column decides who can apply long before the job title does. Here is what that column says, what each grade asks for, and how to get an application in without it being thrown out.
Who Can Actually Apply for These 851 Posts?
The Commission's active adverts page lists each post with an advert number, a job scale, the ministry, the number of vacancies, the years of experience required and an advert category. That last column is the one to read first. Every senior post in the ministries, from Secretary Cabinet Affairs down to Assistant Director, is marked For Serving Officers Only. Those are promotional posts, meant for civil servants who are already in the service.
The entry posts are different. The same page marks Programme Officer II, Shipping and Maritime Officer II, the petroleum officer grades, the entry mining grades (Metallurgist I, Gemmologist II, Laboratory Technologist III and Gemstone Cutter/Facetor) and Social Development Officer II as Open, with zero years of experience required. There are 68 entry-level positions in total, and they are the realistic target for a recent graduate or a private sector worker who wants to move into government.
The four university posts are also marked Open on the separate universities adverts list, but they are leadership roles with long experience thresholds, so they are not a door for new entrants either.
Which Entry-Level Jobs Are Open to Graduates?
Here is the full entry list as it appears on the Commission's advert list, grouped by field.
- Petroleum. Four posts each for Geologist II, Geophysicist II, Geo-Chemist II and Engineer II, all at CSG 10. The four analyst II titles, nine posts in all, sit at CSG 10 as well, with two for Environmental Analyst, three for Economic Analyst, one for Audit and Risk Analyst and three for Social Development Analyst. Only the five Petroleum Technologist III posts are at CSG 12.
- Mining. Two Metallurgist I posts, four Gemmologist II posts, three Laboratory Technologist III posts and two Gemstone Cutter/Facetor posts, all listed on the same advert page.
- Social development. Fifteen Social Development Officer II posts, listed under the State Department for Mining at CSG 11.
- Shipping and cabinet affairs. Ten Shipping and Maritime Officer II posts and two Programme Officer II posts, both at CSG 11 on the portal.
The spread is worth noticing. Both the State Department for Petroleum and the State Department for Mining have entry titles on the list. The Petroleum Geologist II advert is written for geology and earth science graduates, while the Programme Officer II post takes economics, public administration and law degrees.
A graduate with a geology degree and no work history can apply for a petroleum post at CSG 10, while a senior lawyer outside government cannot apply for any of the state counsel posts.
What Do the Entry Adverts Ask For, Line by Line?
The advert for Petroleum Officer (Geologist) II asks for a bachelor's degree in Petroleum Geo-Science, Geology, Petroleum Geology, Petroleum Exploration and Production or Earth Science from a university recognised in Kenya. It describes the post as the entry and training grade for the cadre. The work covers collecting petroleum related geological data, helping run planned field surveys for oil and gas projects, taking part in the analysis of mapped sedimentary basins and compiling oil and gas information for stakeholders.
The Programme Officer II advert takes degrees from several unrelated disciplines. It accepts a bachelor's degree in Economics, Economics and Statistics, Planning and Project Management, Political Science, Public Administration or Law. An officer at this grade may be deployed to the social sector or the public service sector, and the duties include research for resource mobilisation, collecting data on public sector reforms and gathering data for business process re-engineering.
Read the qualification line as a checklist rather than a guide. The two entry adverts above name specific degrees and carry no catch-all for related fields, so a candidate with an unlisted degree should pick a different post rather than hope for discretion.
Where Are the Biggest Blocks of Senior Posts?
The notice contains a substantial block of vacancies under the Office of the Attorney General. The Commission is recruiting six Senior Deputy Solicitors General, 19 Deputy Solicitors General and 91 Chief State Counsel, along with 257 Deputy Chief State Counsel and 145 Principal State Counsel. Those five grades together make up 518 vacancies, all of them marked for serving officers only.
The State Department for Social Protection and Senior Citizen Affairs is filling 146 Assistant Director, Social Development posts. The State Department for Public Service and Human Capital Development wants 50 Assistant Directors for Human Resource Management and Development, and the mining department is filling 11 Deputy Director posts, 12 Chief Superintending Geologist posts and 17 Chief Superintending Inspector of Mines posts.
Smaller openings run across Cabinet Affairs, Correctional Services, Co-operatives, Environment and Climate Change, Forestry, Gender and Shipping. Several are single posts on the advert list, such as one Commissioner for Co-operative Development and one Director of Government Clearing Services.
How Much Experience Do the Promotional Posts Demand?
The advert list prints the experience threshold for each post, and it varies more than the titles suggest. Deputy Chief State Counsel asks for 9 years, Chief State Counsel for 12 and Deputy Solicitor General for 15, while Assistant Director, Social Development asks for only 2.
The full Principal State Counsel advert shows how tightly these posts are drawn. A candidate needs a cumulative service period of six years, three of them at the grade of Senior State Counsel, CSG 8, or in a comparable public service post. On top of that come a Bachelor of Laws, a postgraduate diploma from the Kenya School of Law, admission as an Advocate of the High Court and a senior management course lasting at least four weeks. The officers hired may be deployed across several legal departments, from civil litigation and legislative drafting to treaties, the Public Trustee and the Advocates Complaints Commission. In civil litigation that means representing the national government in court, and in legislative drafting it means drafting legislative proposals and subsidiary legislation and preparing the Finance Bill.
The Assistant Director, Social Development advert is more reachable for a serving officer. It asks for two years as a Principal Social Development Officer at CSG 8, or in a comparable and relevant post in the wider public service, a bachelor's degree in a field such as sociology, social work, community development or counselling, and a senior management certificate. The duties include verifying the eligibility of older persons and persons with severe disability in programmes and projects.
Which University Leadership Posts Are on the List?
The four university posts sit on a different system. The Commission's universities adverts list shows two Deputy Vice-Chancellor posts at Kenyatta University, one for Administration and Finance and one for Academic and Student Affairs, each asking for 12 years of experience. It also lists a Principal for Makueni University College and a Vice Chancellor for Bomet University, each asking for 15 years of experience.
The Bomet post is a re-advertisement, which means the post has been advertised before. Two published reports, one in Bizna Kenya and one in The Kenya Times, placed the principal's post at Murang'a University, but the Commission's own list names Makueni University College. Anyone interested should go by the portal.
How Do You Apply Without Getting Disqualified?
Applications go through the PSC online recruitment system, and the university posts go through the Commission's separate portal for universities and independent offices. The registration steps, as set out in the Kenya Times guide and on the universities portal, run like this.
- Register with your ID or passport number, surname, a current email address and a password.
- Verify the account through the email the system sends, then log in and complete your profile.
- Fill in personal details, academic and professional qualifications, work history, professional memberships and referees.
- Open the advert, check the requirements against your papers, then complete and submit the form.
The portal is blunt about the profile. It states that incomplete applications will not be considered, so a missing referee or an unlisted certificate can sink an otherwise strong candidate. It also advises applicants to print the feedback report, and it allows changes to an application at any time before the advert closes, which is a reason to submit early and correct later rather than rush on the last day.
Giving the Commission false or misleading information can bring, on conviction, a fine of up to Kshs. 200,000 or up to two years in prison, so every certificate you upload has to be genuine.
What Should Applicants Know About Fees and Fraud?
The Commission does not charge any fee for applications, shortlisting, interviews or appointments, and it has warned the public about people soliciting bribes while posing as PSC officials. The Commission also urged applicants to be careful with anyone seeking payment in connection with the recruitment process. Treat any offer of a paid shortcut as a scam, since the Commission charges no fee at any of those stages.
The portal's disclaimer cites Section 100(4) of the Public Service Commission Act 2017, which covers anyone who gives false or misleading information. For an applicant, that makes an inflated CV a legal risk, not just a bad look. For a wider view of how recruitment fraud works, our guide to spotting job scams covers the warning signs.
What Do These Grades Pay Right Now?
Pay across the civil service changed this year. A circular from the Salaries and Remuneration Commission dated July 17 set revised salary scales effective July 1 for the 2026/2027 financial year, paid with the August payroll. Under that structure, middle-level officers in Grades C1 to C5 earn basic monthly pay between Ksh38,000 and Ksh105,000.
The entry posts in this round sit at CSG 10, 11 and 12 on the advert list, and the middle cadres from C5 to C1 map to CSG 8 to CSG 11. At that mapping, basic pay for C2/CSG10 runs from KSh 45,210 to KSh 61,020, and for C1/CSG11 from KSh 38,210 to KSh 49,910. Neither source prints a range for CSG 12 on the advert list, the grade of the technologist and gemstone cutter posts, so applicants for those roles should not read the figures above as their pay. The two pay sources also give different start dates. The SRC circular report says the scales take effect from July 1. The Uchumi360 salary breakdown says the increases take effect from August 1, 2026, a start date the Public Service Cabinet Secretary confirmed. House allowance comes on top and depends on where you are posted, with Nairobi in the highest cluster and cities such as Mombasa, Kisumu, Nakuru and Eldoret in the second.
How Does This Round Compare With the May Notice?
This is not the first large notice of the year. In May the Commission advertised over 400 job opportunities aimed at senior and mid-level professionals under its promotional positions category, across ministries including Interior, Public Works, Housing, Agriculture and ICT. That notice, as reported, was framed around promotional posts.
The September notice lists 851 vacancies, and it carries a separate list of 68 entry-level positions alongside the promotional posts. The announcement was also pushed out through the government's MyGov account.
What This Means for Job Seekers, and What Should You Do Next?
Our take is that the 851 headline oversells the chance for an outsider and undersells it for a serving officer. If you already work in government, especially as a state counsel or a social development officer, this is a wide promotion window, and the thresholds are printed clearly enough that you can tell within minutes whether you qualify.
If you are outside government, ignore the total and look only at the Open column. The 68 entry posts are real, they need no experience on the advert list, and the two entry adverts we opened, for Programme Officer II and Petroleum Geologist II, each call for a specific degree. For a geology, earth science or economics graduate, this round has posts written around their exact degree.
Three moves will matter more than anything else. First, match your degree title exactly to the qualification line, because the two entry adverts we opened list named fields with no catch-all for related degrees. Second, finish your profile completely, with referees, memberships and certificates, before you touch the application form. Third, submit well before the deadline and use the time left to correct mistakes, since the system lets you amend until the advert closes.
