The Punjab Public Service Commission has opened 1,958 Charge Nurse (Female) posts in BS-16 under Advertisement No. 10/2026, for the Specialized Healthcare and Medical Education Department. Applications close on 5 October 2026, and the posts are three year contracts open to qualified female and female transgender nurses with a Punjab domicile. If you hold a nursing degree or a midwifery diploma, this is a large, single call worth planning around properly. At Metaintro we read hiring calls like this one against the rulebooks behind them, so this piece goes past the vacancy count to the registration, age, fee and posting rules that decide who actually gets through.

How Many Posts Are Open, and Who Are They Reserved For?

The total is 1,958 posts, split into 1,801 open merit seats, 59 seats for special persons and 98 minority quota seats. Open merit is where most applicants will compete, so read the two quotas as separate, smaller contests with their own merit lists.

The quota rules are the commission's, and they are specific. To compete for a special persons seat, a nurse must be registered as a Disabled Person with the Provincial Council for Rehabilitation of Disabled Persons of the Social Welfare Department and declared fit for the work applied for, and must produce a certificate to that effect. The number of minority seats is set by the hiring department, and the commission simply follows that distribution.

The posts are female only. The call is open to female and female transgender candidates, and the age and gender of transgender candidates are determined from their CNIC.

This batch sits inside a wider advertisement. The same notice also carries engineering, town planning and veterinary posts, including 28 Veterinary Officer posts on five year contracts, but the nursing call is by far the biggest block in it.

What Qualifications and Registration Do Nurses Need?

There are two routes in. Applicants need either a B.Sc. Nursing (Four Years) degree with valid registration from the Pakistan Nursing Council, or a Diploma in General Nursing and Midwifery with valid registration from the same council. The department also says it will give preference to graduates of government institutions, which is worth knowing if you trained privately and are deciding how hard to prepare.

Registration is not a formality. The Pakistan Nursing and Midwifery Council describes its registration as a legal requirement for anyone who wants to practise as a nurse or midwife in Pakistan, and its card identifies the holder to employers as a properly prepared health professional.

The timing is the trap. The commission's rule is that a candidate must have acquired the prescribed qualification on or before the closing date, and an application from a candidate whose result was not declared by then is not considered. Treat your council registration the same way. The council estimates 06 weeks for a card at the normal fee and 02 weeks with the urgent fee, and warns that incomplete documents or university verification can push that out further. A newly graduated nurse who has not yet registered is already short of time before the 5 October deadline.

Existing registrations need a check too. Council registration is renewed at a five year interval from the date of registration, and nurses already employed in a government hospital do not need an employer certificate to renew. If your card lapses soon, renew it now rather than at interview.

Council registration can take an estimated 06 weeks at the normal fee, so a new graduate who has not yet registered is already racing the closing date.

What Are the Age and Domicile Rules?

The base age band is 21 to 28 years, with an additional eight years of relaxation that takes the upper limit to 36. That relaxation is the standard one, since the commission gives 8 years for female candidates across the board.

The commission counts age strictly. Age is taken from the date of birth on the matriculation certificate, and a candidate who is underage or overage by even one day is not eligible. If you are close to either limit, work it out against the closing date before you pay the fee.

Earlier service can buy extra room. Time spent in contract or regular service under the Punjab Government is excluded from your age for the upper limit, subject to conditions, so a nurse who has already worked on contract in a provincial hospital may still be eligible above the usual upper limit.

Domicile has two practical wrinkles. Candidates need domicile in any district of Punjab, and selected nurses can be posted anywhere in the province. A married nurse may use her husband's district of domicile if she produces his certificate, her own previous certificate and proof of marriage, and anyone who applied for a domicile certificate only after the closing date is not held eligible.

How Do You Apply Through the PPSC Portal?

Everything happens online. The commission does not accept applications in any other format, and its application runs in six steps, which are personal profile, fee payment, image upload, qualification details, service details and submission.

The fee is paid through a PSID. The commission's own FAQ lists a fee of Rs. 600 for a one paper MCQ post, paid against a 17 digit Payment System Identifier that the portal generates at the fee step. You can pay at ATMs, through mobile or internet banking, over the counter at 1Link member banks, or through microfinance wallets such as JazzCash, EasyPaisa and U Paisa, which matches the payment channels listed for this call. Fees can change, so confirm the amount on the portal before you pay.

Three fee rules are worth reading twice.

  • Paying is not applying. After payment you still have to return to the portal and finish the remaining steps, and the commission is explicit that fee payment does not mean your application has been submitted.
  • The fee is not refunded in any case, so confirm your CNIC, post and eligibility before you pay.
  • Candidates with disabilities are exempt from the application fee.

Keep your two numbers safe. Submission is confirmed with an Application Number and an Edit Token Number, sent by email and SMS, and you need both to correct mistakes through the Edit Application option, which stays open only until the closing date. The commission's help line is 042-99202764 if the online system gives you trouble.

You do not post any paperwork at this stage. For posts in BS-18 or below, hard copies of documents are not required with the application, but they are required at interview, so start collecting attested copies now.

What Does the Test Look Like, and What Should You Study?

If the commission decides a test is needed, it will be a 100 mark MCQ paper of 90 minutes, and the syllabus is 100% qualification related questions.

That last detail changes how to prepare. An earlier charge nurse round listed a written test with 80% field related questions and 20% general knowledge covering Pakistan Studies, current affairs, English and Urdu among others. This call drops the general knowledge section entirely, so your hours belong on nursing content, from medical surgical and midwifery practice to clinical judgement. Our guide to critical thinking in nursing is a useful frame for the scenario style questions that reward reasoning over recall.

Know the pass marks before you sit. The commission treats 40% in the written test and 50% at interview as qualifying marks, and those thresholds also decide whether an attempt counts toward its limit of three chances for a post.

How Are Selected Nurses Appointed and Posted?

Merit order drives everything after the result. When the department appointed a large PPSC batch selected in 2019, it issued an Offer of Appointment and an Acceptance Letter for download, asked nurses to submit the filled hard copies personally on a published schedule, and released posting orders in blocks by merit number running up to 4824. The same page published a charge nurse vacancy position for the department, which is the document to look for once this round reaches appointment.

The lesson for this round is simple. Your merit number decides when your order comes out and, in practice, how much choice of station is left, so every mark in the test is worth something beyond passing.

The terms have also shifted. An earlier department notice appointed 2034 newly selected Charge Nurses (BS-16) on a regular basis. This call is on a three year contract, so read the appointment letter for renewal, leave and notice terms before you sign.

An earlier batch was appointed on a regular basis, while this call is a three year contract, so the appointment letter matters as much as the merit list.

What Does a BS-16 Post Pay Under the New Scales?

The post is graded BS-16, and pay scales were revised this summer. Punjab moved its employees onto the Basic Pay Scales 2026 with effect from 1 July 2026, keeping the annual increment on 1 December.

For a benchmark, the federal government's revised table sets BS-16 at a minimum of 33,720 rupees with increments of 2,720 up to 115,320, over 30 stages. The same federal memorandum adds an Ad-hoc Relief Allowance of 7% of running basic pay that explicitly covers contract employees on standard terms. Those are federal figures, and the provincial chart and the terms in your contract letter are what will govern a Punjab charge nurse's salary, so ask the department for both at appointment.

Why Is Punjab Hiring Nurses at This Scale?

Because the shortage is documented, not assumed. On a visit to UHS in July 2025, Brigadier Alauddin (retd) said his inspections of more than 100 hospitals over the previous year had found a consistent shortage of trained nurses. At the same meeting, the university's vice chancellor said only institutions with a minimum 200-bed teaching hospital would be accredited in future, which could tighten the supply of new graduates while demand stays high.

The gaps show up in Lahore too. As of September, the federally run Sheikh Zayed Hospital in Lahore had 793 staff working against 1,216 sanctioned posts, with 423 positions vacant across doctors, nurses and paramedics. Across seven federal hospitals, 2,108 of 5,602 sanctioned posts were empty. Those are federal institutions rather than the department hiring here, but they show how thin nursing cover is across the public system.

The province has run big nursing rounds before. An earlier charge nurse call grew from 745 posts to 2,995, which suggests the department keeps coming back to the market because the posts do not stay filled.

What This Means for Nurses in Punjab, and What Should You Do Next?

For qualified nurses, this is a strong position to be in. A shortage flagged across more than 100 hospitals means the skill you trained for is the scarce input, and a batch this large gives a well prepared candidate a real chance. The contract terms are the trade off, and they are a reason to go in with your eyes open rather than a reason to stay out.

Do the paperwork first, because it is where most applications fail. Check that your council registration is current, that your domicile certificate was issued or applied for before the closing date, and that your age works out on the closing date. Only then pay the fee.

Prepare for a nursing exam, not a general knowledge one. With the whole paper tied to your qualification, a structured review of core clinical topics is the best use of the weeks before the test date is announced.

Think about stations early. Postings can be anywhere in the province and are released by merit number, so decide which cities you would accept and aim high enough in the test to have a choice. If you are weighing public service against private hospital work, our piece on why government jobs and their benefits can beat the private sector sets out the trade offs worth putting on paper.

Treat the contract as a first step. Three years in a large teaching or specialist hospital builds the kind of record that strengthens your case for regular posts, specialist training and roles abroad, where many countries require proof of council registration before a nurse can practise.
