Half the Bank of England's Outside Hires Must Go to Leeds as It Aims for 500 Staff by 2027

The Bank of England wants at least 500 staff in Leeds by 2027 and must place half its outside hires there. See the Leeds roles open now, pay and how to apply.

The Bank of England has signed for a new long term office at Capitol House in Bond Court, and the move puts fresh weight behind its promise to have at least 500 staff in Leeds by 2027. The bigger news for job seekers sits in a less noticed document. At an October 2025 Court meeting, the Bank's chief operating officer said governors had agreed that executive directors must fill 50% of any external recruitment through the Leeds office, so half of the Bank's outside hires are meant to land in Leeds. At Metaintro we read office announcements for the vacancies behind them, so below you will find what is open in Leeds today, what it pays, how the anonymised application works and what to do next.

What Did the Bank of England Announce in Leeds This Week?

On 21 September 2026 the Bank confirmed it had secured Capitol House as its long term Leeds base. The new office is meant to let the Bank deliver its key central banking functions across both London and Leeds, and it will in time replace the current office at Yorkshire House.

The building is a pre-let, with 57,000 sq ft of space managed by Evans Property Group. Refurbishment work is due to start in October, and the Bank plans to move in during late 2028.

That timeline matters because hiring does not wait for the new keys. The Leeds adverts we opened list their Leeds base as Yorkshire House, Leeds, LS1 5SH, a 1937 building in the city centre that the Bank has renovated with two roof terraces and an onsite café. So new hires before the move should expect to start there.

The office move is also tied to London. The Bank's location strategy covers both the Leeds growth and a refurbishment of Threadneedle Street that is designed to consolidate its London property footprint by end-2028. The same programme is reportedly set to close the nearby Moorgate site, which has housed the Prudential Regulation Authority since 2012.

How Far Is the Bank From Its Target of 500 Leeds Staff?

The commitment dates from May 2024, when the Bank set a goal of at least 500 staff in Leeds by 2027, roughly one in ten of its people. At that time Yorkshire House could accommodate up to 70 staff, and the whole Bank had 4,971 employees in its 2023 annual report.

The count has climbed in steps. In a count published after the target was announced, 58 Bank workers had voluntarily relocated and eight people had been hired directly into Leeds. In the Business Matters report on the October Court minutes, the office had just over 200 employees. The Bank now has just under 300 colleagues in the city.

That leaves a real gap to close. A fixed deadline and a headcount still short of the target point one way, which is more Leeds hiring before the deadline rather than less.

The Bank also named a senior owner for the project. Sebastian Walsh, who is Secretary of the Bank, was appointed Head of Leeds in 2024 and is responsible for the growing operation there.

Why Does Half of the Bank's Outside Hiring Now Have to Go to Leeds?

The answer is in the minutes of the Bank's governing Court. At its October 2025 meeting, chief operating officer Sarah John said the Bank remained committed to reaching 500 staff in Leeds, and that governors had agreed to require executive directors to place half of any external recruitment in the Leeds office.

The minutes say the rule is meant to further progress towards this target. Business Matters described progress toward the target as slower than initially hoped. The original plan relied on a mix of voluntary internal moves and new recruitment in the city, while keeping the Bank's overall headcount flat. As of December 2024 only 156 London-based staff had expressed interest in moving, even with up to £8,000 in relocation expenses on offer.

Directors also looked further ahead. When they discussed the London refurbishment, they discussed the effective limit the programme would put on London based headcount, and noted that if the Bank needs to grow in future, that growth could be accommodated in Leeds. For a job seeker, that turns Leeds from a satellite into the part of the Bank most likely to add seats.

There is a flip side worth knowing. The Bank is also trimming costs, targeting operating cost savings of 8 per cent in the next financial year and inviting staff to apply for voluntary redundancy, with Leeds-based employees exempt from that process. The Bank plans to slim down its overall headcount, which is exactly why the Leeds slice matters.

"Moving to Capitol House strengthens our presence across the UK and helps ensure the Bank better reflects and represents the people, businesses and communities we serve." Andrew Bailey, Governor of the Bank of England

Which Leeds Jobs Is the Bank of England Advertising Right Now?

A search of the Bank's own job board filtered to Leeds returns eight open jobs as of this week. They show how wide the net is:

  • An Assurance Analyst in the technology directorate, planning software releases and test environments
  • A Data Scientist in the Cross Firm Team, building AI tools for banking supervisors
  • A Technical Specialist on cyber risk in the Operational Resilience Hub
  • A General Insurance Actuary, open in Leeds or London
  • A Senior Manager for data and statistics in the Regulatory Data Group
  • A Manager for privacy compliance on a six month fixed term contract or secondment
  • Two personal assistant roles, one permanent in insurance supervision and one on a twelve month contract

The Bank's Leeds careers page describes the same spread, with roles in technology, data, central operations, economic policy and analysis and many other areas. Several postings accept applicants for either Leeds or London, so filtering by location is the first thing to do.

The list is also a signal of what the Bank values in the north. Data and supervision roles make up much of the list, and the Bank said back in 2024 that Leeds could support its skills needs in data, AI and green finance. If your background is in analytics, IT service management, insurance or risk, the current Leeds adverts line up with it.

What Does a Bank of England Job in Leeds Pay?

The two Leeds adverts we opened both publish pay, and the dual-location one pays less in Leeds than in London for the same job. The Assurance Analyst role shows a Leeds salary of £30,240 to £34,020 against a London band of £33,600 to £37,800. Check the location line on any dual location advert before you compare offers.

The Leeds-based Data Scientist post sits well above that, advertising a salary of circa £51,360 to £57,000. The same advert asks for proficiency in Python or R, experience building data pipelines and an interest in how international banks are supervised.

The benefits are where a central bank job stands out. The adverts list a non-contributory career average pension that pays 1/80th of your annual salary for every year worked, an 8% benefits allowance you can take as salary, private medical insurance and a discretionary performance award. The Bank's own reward page adds 26 days annual leave with the option to buy more, plus paid study, family, carer and volunteering leave.

A pension you never pay into from your salary has real value. When you set a Bank offer against a private sector one, cost that pension in rather than comparing base pay alone.

How Does the Bank of England Hiring Process Work?

The Bank runs an anonymised application process, so hiring managers cannot see your CV or covering letter at the screening stage. What they read is your work history section and your answers to the screening questions, which means a thin application form will sink a strong CV. If a role is advertised in more than one location you choose your preference during the application, and the Bank says that choice has no bearing on the outcome.

Some roles come with tests. Analytical, clerical and administrative jobs usually involve a test or a short series of tests before interview. Shortlisted candidates then face an interview with at least two members of staff, covering the application, the skills for the role and the Bank Behaviours framework. A second interview with a senior manager is possible, and senior or specialist roles may have a third.

Two practical checks sit on the Leeds adverts we opened. Offers are subject to National Security Vetting that typically takes 6 to 12 weeks after an offer, according to the adverts. The Bank's Application Tips page gives a shorter estimate of three to four weeks after an offer, adding that it can take longer, so build the longer window into any notice period. The Bank is also an approved visa sponsor, but it says its ability to employ people who need sponsorship is limited and is judged case by case.

Deadlines are close. The Assurance Analyst role closes on 05 October 2026 and the Data Scientist role on 12th October. If no current role fits, the Leeds careers page lets you join the Bank's Talent Community list that alerts you when vacancies open in your area of interest.

Can School Leavers and Graduates Get In Through Future Talent?

Yes, but not this month. The Bank's Future Talent programmes are designed for school leavers, university students and people studying for a PhD, and its 2026 recruitment round has closed. The Bank will update its programme pages in autumn 2026, ahead of the 2027 recruitment round, with details of structure and entry criteria.

Several of those programmes are open to candidates interested in the Leeds office. Participants there attend local and national events, meet senior leaders and join regional communities while working from the Leeds office. For a student in Yorkshire, that is a central bank start without a move to London.

When the Bank first set its target, the Mayor of West Yorkshire said the decision would open up hundreds of local jobs for graduates and professionals in the region. The half share of external hiring is the mechanism that turns that promise into applications, and the 2027 recruitment round is the next window for early career candidates.

What Will Working at Capitol House Look Like, and When?

Not much changes before the planned move in late 2028. Until then, Leeds staff work from Yorkshire House, which has showers, bike storage, changing rooms and subsidised membership to nearby gyms. Leeds station is a six to eight minute walk away.

The Bank's office attendance requirement is rising. The Bank's locations page asks colleagues to spend half their time in the office with a minimum expectation of 40% across the month, but current adverts go further. From 1st October 2026, the Bank expects all colleagues to spend a minimum of 50% of their working time in the office each month, spread across the month if you need it. Plan on living within commuting distance of Leeds city centre. For how a flexible working request is handled in the UK, see our explainer on how UK bosses must meet you before refusing flexible work.

The Bank describes Capitol House as a modern space that supports collaboration and innovation, and local leaders framed it as part of a wider push for the city's financial district.

The leader of Leeds City Council called the Northern Square Mile "the largest centre for financial and professional services outside of London."

What This Means for Job Seekers, and What Should You Do Next?

Our take is simple. The office lease is the headline, but the hiring rule is the story. A central bank that must place half its outside recruits in one city, while cutting costs elsewhere, has made that city its growth engine. If you live in Yorkshire, or would move there, you are competing for a pool of roles that is protected by a governance decision rather than a press release.

It also changes who has an edge. Only a limited number of London staff have expressed an interest in relocating north, which may favour candidates already settled within reach of Leeds, even though the anonymised process means you will still be judged on your written answers.

Here is how to act on it:

  • Search the job board with the Leeds filter every week, because adverts carry closing dates, such as 05 October 2026 for the Assurance Analyst role. Dual location roles count too.
  • Write your work history and screening answers as if they are your whole application, because at the screening stage they are.
  • Map your experience to the Bank Behaviours and to the job's minimum criteria. The Data Scientist advert encourages people to apply even if they do not fully meet every criterion.
  • Plan for security vetting before you resign. A vetting window of 6 to 12 weeks can clash with a notice period.
  • If you are a student, bookmark the Future Talent page and watch for the autumn update ahead of the 2027 round.
  • Compare total reward, not base pay, when you weigh a Bank offer against a private sector one. The pension and benefits allowance are part of the pay.

If you are weighing public sector work more broadly, our guide to types of civil service jobs explains how government career paths differ, which is a useful comparison if you are choosing between public employers.
