Richland County First Steps is hiring a full-time Human Resources Manager in Columbia, South Carolina. The role leads all HR functions, including recruitment and onboarding, employee engagement, performance management, benefits administration, compliance, workforce development, and HR systems management. Candidates should have at least three years of human resources experience, knowledge of employment law, benefits, and payroll administration, strong communication and conflict-resolution skills, and experience with HRIS and data management systems. A bachelor’s degree and SHRM or HRCI certification are preferred.
